Gangtok, January 20: The 16th Finance Commission of India met with the Government of Sikkim on Monday at the Tashiling Secretariat in Gangtok to discuss strategies for boosting the state’s economy and addressing its unique challenges.
Dr. Arvind Panagariya, Chairman of the Commission, was accompanied by members including Ajay Narayan Jha, Annie George Mathew, Manoj Panda, Ritvik Pandey, KK Mishra, Kumar Vivek, Davinder Chodha, Abhishek Nandan, Promila Rajvanshi, Bhabesh Hazarika, and Arushi Gupta.

The meeting was attended by Chief Minister Prem Singh Tamang-Golay, Dr. Mahendra P. Lama, Emeritus Chief Economic Advisor to the Chief Minister, VB Pathak, Chief Administrator cum Cabinet Secretary, R Telang, Chief Secretary, and senior government officials.
In his address, R Telang, Chief Secretary, welcomed the delegation and outlined the state’s economic landscape. Chief Minister Prem Singh Tamang highlighted Sikkim’s distinctive position as India’s most integrated yet least connected state, with the highest per capita income and a reputation for peace. He also shared his vision of transforming Sikkim into the Green Capital of India while emphasizing the need to overcome challenges faced by the state due to its small population and land area.
Dr. Arvind Panagariya praised Sikkim’s progress, particularly its high per capita income, and suggested that the state adopt a Vision 2035, in addition to its Vision 2047, to set more immediate and achievable goals. He acknowledged the challenges of the Northeast and expressed optimism about the government’s focus on addressing regional issues.
VB Pathak, Chief Administrator, presented a comprehensive overview of Sikkim’s finances and achievements, marking the 50th anniversary of the state’s union with India. He noted that the state has seen stability and prosperity, despite the challenges posed by natural disasters.
The meeting concluded with an engaging discussion between Finance Commission members and state officials, followed by a formal Vote of Thanks from Rinzing Chewang Bhutia, Secretary of the Planning and Development Department.
